Tom is Oxford City Council’s Cabinet Member for a Zero Carbon Ox-ford. In this role, he has led the development of Oxford’s Citizens’ As-sembly on Climate Change, a £19m budget to implement its recom-mendations, measures to create Britain’s first net zero carbon council by 2020, and the Zero Emission Zone to restrict polluting vehicles in 2020. Tom has ultimate responsibility for the development of partner-ships to achieve a carbon neutral Oxford. First elected to the City Council in 2014, then re-elected in 2018, Tom lives in the ward that he represents and is a Governor at Oxford Health NHS Foundation Trust and East Oxford Primary School. Away from the Council, Tom is Chief Executive of Elmore Community Ser-vices, a charity which works with people with multiple and complex needs.
