Senior CCUS Policy Advisor Ofgem
Mark Horley has been at Ofgem for 3 years. Having worked on the award of the first Carbon Capture and Storage licences in 2024, he is currently leading the Project Assessment stage of the LDES Window 1 Cap and Floor programme. With a background in the private sector, in corporate, consulting and start-up environments, Mark brings a wide range of commercial experience in infrastructure and regulated markets, including Solar PV. He holds a Masters in Engineering from Cambridge University and a Masters in Public Policy from the London School of Economics.
